The hat and the helmet are 2 separate pieces and cannot be put together in a way that it sticks

The hat and the helmet are 2 separate pieces and cannot be put together in a way that it sticks. I'm considering putting velcro in or such to make it work. Disappointed about this, if I wanted just a hat; I would order a hat.
